Updated French Anime Tiers

Browse Source 
# Tier 01
- Added Darki, NeoSG, Punisher694 and SR-71
- Moved BLV, D3T3R10R1TY, HANAMi, RONiN and TTN to Tier 02 due to no new releases since 2021.

- Added Good Job! Alexis
- Removed MUGiWARA, NOH3LL and OTF due to no new releases in the last 5 years
