Amend Radarr quality definitions:
- Change `399` to `1999` for preferred quality
- Change `400` to `2000` for max quality
This is in response to a change in Radarr to expand the quality definitions range
* - Add hallowed rlsgrp to (U)HD Bluray Tier 03
- Create new `hallowed` Radarr custom format
- Give default score of `600` to new `hallowed` Radarr custom format
