Remove broken Microsoft SDK image (#2158)

* Remove broken Microsoft SDK image

This was not working; for some reason the Microsoft .NET Docker image
for 3.0 still had a 2.1 binary which was wreaking havoc. Replace it with
the manual download that all the other .deb packages use.
