Reviewed and audited the current tiers of the French guide

- Reviewed how the groups were tiered - Audited the current tiers according to the new rules, most of the movement of the group come from this - `D3L0P@tte` has been removed due to the fact that their releases are well named in the .torrent but not the file itself on their recent releases. So there is a loss of information when importing by Starr services. - `SowHD` has been removed from tier due to a 10 secondes watermark present on its release. - `R3MiX` has been removed has most of its recent release are light ones.
