New: Use ImageSharp for resizing (#934)

* New: Swap to ImageSharp for image resizing to avoid leaks

Stop resizing album images also

* Fixed: MediaCoverModule falls back to fullsize for png and gif too

* Fixed: Look for all image extensions in DeleteBadMediaCovers.cs
